What is OverWatch by 4Sight Labs?

4Sight Labs specializes in biometric monitoring solutions that enhance the safety and well-being of individuals in custody within law enforcement and correctional facilities. One of their most popular products is OverWatch, a wearable system designed to monitor detainee and inmate health in real time.

The OverWatch system uses advanced sensors to continuously track key health indicators – including heart rate, blood oxygen levels, skin temperature, and movement – from the point of arrest through transport and detention. This real-time monitoring provides critical health data without disrupting officer workflows or requiring constant manual checks.

Powered by intelligent algorithms, OverWatch analyzes biometric data to detect signs of potential medical risk. When irregularities are identified, the system immediately sends alerts to connected devices – typically desktop computers or compatible iOS devices – enabling prompt officer response. This proactive approach helps reduce in-custody deaths and supports overall detainee welfare.

This system is designed to monitor inmates throughout the facility, with a particular focus on those at risk for health-related issues, including:

  • Inmates or detainees detoxing from drugs or alcohol
  • Inmates or detainees with a history of medical issues
  • Inmates or detainees with mental health concerns

Previously, implementing OverWatch required facilities to equip officers with compatible iOS devices. However, with recent integrations with Command Cloud’s Mobile Command XR, agencies can now leverage existing tools, simplifying deployment and expanding access to this revolutionary technology.

 

What is Command Cloud’s Mobile Command XR?

Command Cloud is an officer experience platform (OXP) designed to enhance safety, efficiency, and situational awareness. Command Cloud is a cloud native platform powered by Amazon Web Services (AWS), ensuring scalability, security, and compliance with industry standards. It is designed to integrate seamlessly with existing enterprise systems, such as jail and offender management systems and third party software, such as video management systems and health monitoring technologies.

Command Cloud’s mobile inmate tracking system, Mobile Command XR, enables officers to execute critical duties at the point of responsibility. Powered by SPARTAN, GUARDIAN RFID’s ultra-rugged Android device, Mobile Command XR empowers officers to capture and manage data across the facility at the point of responsibility, helping officers track inmates and activity data with efficiency and accuracy, maximizing compliance and officer accountability. 

With Mobile Command XR, officers receive real-time alerts and situational awareness anywhere in the facility, which is exactly what’s achieved when integrated with 4Sight Labs. 

 

Don’t Miss a Beat: The Power of Integration

Command Cloud’s integration with 4Sight Labs enables real-time distress alerts to flow into Mobile Command XR. When the OverWatch system detects a significant health abnormality, it immediately triggers a distress notification and communicates an alert directly to  Mobile Command XR.

Mobile Command XR receives the alert, which includes a five-second audible alarm, haptic (vibration) feedback, and a visual alert. All these measures are taken to ensure that staff are instantly aware of the notification. Instant alerts of an inmate’s health concerns bring a new level of officer awareness.

Utilizing the SPARTANs that are already in officers' hands to communicate alerts not only eliminates purchasing new mobile devices for line staff just to see or receive distress notifications, but it also avoids the distractions of personal mobile devices and the ineffectiveness of relying on desktop computers to visualize medical emergencies when staff are likely away from their desks and walking the floors. The integration between Mobile Command XR and 4Sight Labs’ OverWatch has made both systems far more valuable and effective by enabling facilities to get vital inmate health data from anywhere.

Once a distress alert is sent to Mobile Command XR, an officer can swipe down on the notification on their screen to reveal detailed information regarding the alert, including the inmate's current known location (via Command Cloud), name, mugshot (if available), and the date and time of the alert deployed.

By delivering critical inmate health alerts directly to Mobile Command XR, staff are empowered to react to critical situations faster and more accurately with informed decisions. 

 

Rockwall County, Texas

In February 2025, 444-bed Rockwall County Jail in Rockwall, Texas, implemented the Command Cloud and OverWatch integration to enhance the monitoring of inmate health. The integration has dramatically improved their ability to track, manage, and respond to the health needs of their inmate population, leading to more proactive and efficient care. 

This integration also avoided the need for correctional officers to carry both an iPhone for the 4Sight notification alerts and the ultra-rugged Android device, SPARTAN, for Command Cloud. Instead, Mobile Command XR visualizes all 4Sight notifications from the Android device used by correctional officers to execute their care, custody, and control mission-set with Command Cloud.

4Sight offers us that real-time data everywhere in this jail we can put a wearable on an inmate. All of the staff have an integrated capability within Mobile Command XR that will alert them when an inmate is in distress. That makes us all accountable. Working in corrections, working in the 21st century, and having all this technology at our fingertips and being in the know is probably the most significant advantage we have
