Command Cloud’s Mobile Compliance Monitor (MCM), a feature on Mobile Command XR, is designed to elevate officer performance by increasing officer awareness and accountability through precisely scheduled security rounds. MCM ensures officers know exactly when rounds are due and timestamps the completion of each round.
At its core, MCM is a series of digital timers that count down to the next security round. These timers are based on Max Check Time values set by your system administrators, representing the maximum time between rounds before one is considered late. As a round approaches its due time, MCM sends an alert directly to the assigned officer’s SPARTAN device, notifying them it’s time to prepare to conduct their round.
The timing of the alert sent to an officer’s device is determined by a value called Warning Minutes, which refers to the configurable number of minutes before a round is due that an officer receives an alert. Much like notifications on a smartphone, these alerts can be delivered through haptic (vibration) or audible alerts, ensuring officers are easily notified.
The best part? MCM is fully customizable to meet your facility’s compliance standards. Both the Max Check Time and Warning Minutes can be tailored to fit your operational needs. This means officers are alerted as far in advance as you set, giving them enough time to complete rounds on schedule and in full compliance.
MCM also prioritizes and color-codes checks based on their due times. Checks that are approaching their scheduled time - or are already overdue - are automatically moved to the top of the location list for better visibility. The system uses a clear color-coding system: green indicates ample time remaining, yellow signals that the check is within the warning period, and red denotes that the check is late. This ensures that officers are aware of which cells or locations need to be addressed first to avoid late checks.
Beyond reminders, MCM improves documentation and transparency. When an officer scans a Hard Tag during their round, the action is instantly recorded and synced with Command Cloud. This provides timestamped, verifiable proof that the round occurred, whether it was completed on time or late, giving you indisputable documentation for audits, reviews, or investigations.
One example of a current Warrior using tools like MCM to improve their compliance percentage is Greene County Detention Center (Arkansas). Greene County staff saw a dramatic spike in compliance scores in the first 11 days of April 2023, rising from 41% to 64.1%. In 45 days, the jail’s rounds compliance doubled, growing from 41% to 83.69%, then to 97% in less than eight months.
Another key feature of Command Cloud’s Mobile Compliance Monitor is the ability for system administrators to require Late Check Justifications directly on officers’ devices. So, whenever an officer scans a Hard Tag past its due time, they are immediately prompted with a pop-up on their device screen asking to complete a justification note, as shown below.
Requiring Late Check Justifications at the point of responsibility is intentional, as officers have a clearer recollection of the events that unfolded and led to the delay of completing the round. Once the justification is submitted, it cannot be edited. This is also intentional to avoid responses being altered after the fact.
Supervisors also have the ability, through Mission Command, to provide a supervisor review to each Late Check Justification – either approving or declining the officer’s explanation. For instance, if an officer cites an inmate altercation as the reason for a delay, a supervisor can quickly verify this via security footage and leave a note such as, “Verified by cameras, justification confirmed. No further action required.” If the explanation is found to be inaccurate or insufficient, the supervisor might respond with, “Justification not valid. The officer was contacted and will be briefed.”
This feature not only encourages officer accountability by documenting when and why rounds were missed or delayed, but also provides supervisors with clear oversight. Patterns of repeated late checks with similar justifications can be identified, allowing supervisors to assess the situation and take corrective action if necessary.
All data captured with Mobile Command XR is automatically synced with Mission Command — the cloud-based platform that delivers a shared, real-time operational picture. Within Mission Command, users can choose dashboards to view data pulled from specific modules or access them in the Reports Dashboard.
